Engineering Procurement & Construction (EPC) is the term that refers to your solar installer. This is generally an electrical contractor who installs solar, and in many cases performs other types of electrical repairs. Your EPC must be licensed by the state contractors board to perform solar installations.
A Dealer is a sales organization that is partnered with the EPC to help them acquire solar installations. In a state like Nevada there is a law preventing EPC's and Dealers from working together. In Nevada all solar sales must be directly from the EPC and it's employees. If your door is knocked by a "solar guy" they are typically part of the sales dealer and not the EPC.
In States where the EPC to Dealer model is allowed, you'll see a more competitive pricing model as competition is stronger.
